Why aren't the roads plowed until all snow is removed/bare?

Walworth County plows according to the state statutes set by WisDOT. We are required to plow until roads are passable/wheel tracks. A passable roadway is a surface free from as much ice and snow pack as possible and can be traveled safely at reasonable speeds
