The LURM Department is located at the Government Center ("Old Court House", on the square in downtown Elkhorn).  Our offices are located on the second floor, accessible via the center stairwell or main elevator (see photo).  Follow the "Contact Us" link above for further detail.

Conversion Fee

Beginning on January 1, 2010, a person who requests rezoning of their land from a certified farmland preservation district to another use must pay to the local government, a conversion fee equal to the greater of the following for each rezoned acre or portion of an acre:

  • Three times the per acre value, for the year in which the land is rezoned, of the highest value category of tillable cropland in the city, village, or town in which the rezoned land is located, as specified by the Department of Revenue at http://www.revenue.wi.gov/report/a.html, or

  • An amount specified in the certified farmland preservation zoning ordinance.

The local government must collect this conversion fee. Conversion fees of three times the per acre value of the highest value of tillable cropland must be provided to DATCP by March 1 of each year. If the local government collects an amount greater than the three times per acres value, they may use the extra amount for costs related to the farmland preservation program. Local governments must collect conversion fees beginning January 1, 2010.  Fees collected in 2010 will need to be provided to the state by March 1, 2011.  Forms designed to aid local government in recording rezoning requests and collecting the conversion fee and to aid local governments in March reporting of conversion fees to the department will be posted as soon as they are developed.
